Shortly before his recent arrest, the President of Guatemala, Otto Perez Molina held a press conference.<\/span> The main topic was the customs scandal.<\/span> He broke out in April this year, when they were arrested by the top leaders of the Ministry of Taxes and Duties.<\/span>Prosecutor General’s Office, in cooperation with the International Commission against lawlessness (CICIG), accused them of systematic underreporting of customs duties from importers and receiving bribes from them relevant.<\/span> The country has for many years operated a government criminal structure that believed in the beginning, managing the personal secretary of the Vice-President Carlos Monzon.<\/span> Later, the investigation any reason to believe that the head of the criminal structures were directly vice president and president of the country.<\/span> Resigned Vice President Roxana Baldetti was soon arrested.<\/span> It was the day of her arrest, held a press conference the president.<\/span> The main message of his speech was not repentance and conviction of corrupt officials.<\/span> On the contrary, he said that the investigation is conducted biased and the main culprits – is of course the entrepreneurs themselves.<\/span> Like this they offered bribes and tempted the servants of the people.<\/span><\/p>\n

Poor President is no longer helped.<\/span> In Guatemala, the entrepreneurs joined the union CACIF, analogue of Russian Union of Industrialists and Entrepreneurs (RSPP).<\/span> Only in Guatemala, it is not an empty decoration.<\/span> It has authority in society and to really affect the social processes.<\/span> Board CACIF immediately responded to the president urging him to resign.<\/span> A few days later, the president was deprived of immunity and arrested.<\/span> In total, in the case arrested several dozen officials, while none of them is a single entrepreneur.<\/span><\/p>\n

Familiar business.<\/span> Customs received bribes from importers and return understates or clears customs payments.<\/span> In Russia, it is put on stream, as well as many other tax fraud.<\/span> Customs, tax, supervisory authorities are much better those entrepreneurs with whom they crank their machinations.<\/span> A striking example of this bureaucratic thievery was the case of Sergei Magnitsky.<\/span> The officers of the Department for Fighting Economic Crime in conjunction with the tax inspectorate was stolen from the Russian budget more than 200 million dollars under the guise of return of previously paid income tax.<\/span>Has anyone tried to get a refund of VAT from the tax without paying kickbacks (typically 50%)?<\/span> I have tried.<\/span> It took four years of litigation, and it was about $ 2 million.<\/span> However, in this case, the return $ 200 million on demand occurred in one day.<\/span>Money immediately went to offshore accounts.<\/span> International investigation found that some of the money received on account of Olga Yegorova, who heads the tax office and her husband.<\/span> They acquired property worth tens of millions of dollars both in Russia and abroad.<\/span> Expensive real estate, valued above their salaries centenarians, found and investigators involved in this fraud.<\/span> There is no doubt that all 200 million found its beneficiaries and the largest of them were leaders of the country.<\/span> It is in this was tortured to death Sergei Magnitsky, a lawyer to solve this theft.<\/span> He was arrested, those same investigators who stole the money from the state budget.<\/span> Within a year he was held in prison in deplorable conditions, in spite of a chronic illness, until he died.<\/span>Then his posthumously convicted of a crime, which he opened.<\/span> No employees of the tax nor the investigators, no longer bore any punishment.<\/span><\/p>\n

I remember at one meeting with President of RSPP, someone asked Putin on why officials have lost shame and conscience, extorting huge bribes from businessmen.<\/span>What the president said to us that they say the entrepreneurs themselves to blame, because they give.<\/span> What’s at the head of the president?<\/span> He is told that officials take bribes.<\/span> In any normal country, would the president asked: who, where, when.<\/span> He gave the order to investigate and punish those responsible.<\/span> But in Russia everything is different.<\/span> In Russia, corruption reigns.<\/span> Those who try it borotsya- exterminated.<\/span> All that we have experienced.<\/span> If the employer refused to engage in corrupt schemes, he is destroyed.<\/span><\/p>\n

To date, class of entrepreneurs in Russia is almost completely destroyed.<\/span> I mean, these entrepreneurs.<\/span> You can not seriously be considered the same entrepreneurs Kovalev, Rotenberg, Timchenko, Yakunin and other friends from near and far range.<\/span> All those who feed from the state.<\/span><\/p>\n

Why destroyed entrepreneurs?<\/span> They were destroyed because Putin understands that they are a real threat to the dictatorship.<\/span> With the resources, influence and support of the population, they could effectively deal with the archaic, feudal Putin regime, canned development of the country and moving along the path of degradation.<\/span><\/p>\n

I once read an interesting article about the fact that entrepreneurs in Putin’s Russia were repressed to a greater extent than the peasants in the Stalinist USSR.<\/span> The author brought the share of criminal proceedings on entrepreneurs and to get more than the processes of the peasants under Stalin.<\/span><\/p>\n

Extermination entrepreneurs will have the worst consequences for Russia than the extermination of peasants.<\/span> Near-state oligarchy that rules the economy in Russia today is even worse than a state monopoly in the Soviet Union.<\/span> As long as it does not feel sufficiently ultrahigh cycle as prices for raw materials and finished during business recently.<\/span> However, the trend is obvious, the decline in GDP and the depreciation of the ruble, have taken long-term.<\/span> Some desperate optimists argue that as a result of devaluation, today the cost of labor in Russia has fallen lower than in China, and they say it will help the development of the industry.<\/span> Unfortunately, this is not so.<\/span> The low cost of labor in Russia will provoke further leakage professionals and scientists.<\/span> Low incomes lead to a decrease in consumption and bankruptcies of many companies focused on the domestic market.<\/span> Yes, exports can be more profitable.<\/span> But the lion’s share of Russia’s exports go to the oligarchs, who do not tend to reinvest their profits into the development of the Russian economy.<\/span><\/p>\n

All over the world, except North Korea, entrepreneurs ensure the development of the country.<\/span> Take the risks, carry out projects, create jobs.<\/span> They are respected and valued by society and the government.<\/span> In Putin’s Russia, the Kremlin’s propaganda efforts, made a mockery of the entrepreneurs.<\/span> Generated image thieving, lazy and unscrupulous social enemy.<\/span> Entrepreneurs Russian courts blamed for everything.<\/span> Alexei Navalny condemned for being advised to sell for less than eager investigators and his brother for having sold more expensive.<\/span> CPR entourage turned into a decorative souvenir democracy.<\/span> It was funny to see how the meeting with the president of RSPP, brought under house arrest Yevtushenko.<\/span> It seems to show everyone that if someone dutifully parted with their assets in favor of the dictatorship, it may have mercy.<\/span><\/p>\n

Sooner or later, the dictatorship will collapse under the weight of economic problems generated by it.<\/span> But then how many years must pass something to society has believed again that entrepreneurship is not a parasite on budget flows.<\/span> To the entrepreneurs were able to work for the future, take risks, give up short-term profits for the sake of long-term development.<\/span> Judging by the characters, which gives rise to the Putin system under the guise of businessmen have little chance of being respected and supported by society.<\/span> Theft and entrepreneurship is not the same thing<\/span><\/p>\n
